Why is an expected user missing from the USER_EMAIL table?

Answer

The USER_EMAIL table only includes email addresses found in GitHub entities such as commits, pull requests, issues, repositories, and comments.

If a user is missing from the USER_EMAIL table, check whether they appear in the COMMIT or PULL_REQUEST tables in your destination. If so, contact our support team with the user's email address.
