Error: F_JC050C: TNS Listener Refused the Connection
Issue
The following errors appear on an Oracle RAC location:
F_JC050C: TNS listener refused the connection: TNS-12516: [Unknown, please run 'oerr tns 12516' on the oracle machine for more information]
F_JC0511: The previous error occurred while doing TNS Redirect on Oracle RAC cluster scan <scan_host_name>:<scan_port>' for service '<service_name>'.
Environment

Resolution
To resolve this issue, do the following:
- Upgrade your HVR Hub System to the latest version or a version no lower than 6.1.0_51. See our Upgrading HVR Hub documentation for more information.
- Add the following Worker_Environment variable: HVR_TNS_CONNECT_SCAN_HOST=1.
Cause
This issue occurs when the implementation of the Oracle SCAN Listener used to configure TNS redirection requires a hostname instead of an IP address. This happens when the SCAN IP addresses resolved on the hub machine are unknown or not configured as SCAN IP addresses in the RAC cluster.
